Functional Areas (Committees)
The HOA Board of Directors [Board] works closely with, and relies heavily upon, its Functional Areas / Committees. Like the Board, these unpaid volunteers serve on committees in the best interest of The Springs community. Each committee chooses its own chairperson(s) and establishes the appropriate size for its membership. One member of the Board serves as a liaison to each committee but generally does not serve as the committee chair. Each committee works within a budget, determined annually by the Board, and committees conduct their own business, advise the Board on issues in their area of responsibility, and consult with other committees and property owners on policies and procedures. ​

Functional Areas focus on the service or task at hand to help HOA members navigate the community when seeking assistance. Committees and groups tie into the functional areas and some committee members play cross functional roles.
Member Services as a functional area supports HOA member needs such as access to the community and its amenities, and social activities. Infrastructure as a functional area supports tangibles like roads, pool maintenance, clubhouse, grounds, beautification and more.
Everyone is a volunteer.
Access

The Access Team provides authorized access SHR amenities (front gate, pool, boat storage, and the clubhouse) to HOA members and third parties.
Please note that as of October 1, 2025, the Access Team, formerly the Security Committee, was reorganized and its processes redefined. We appreciate your understanding, support and patience.

Architectural Review

The Architectural Review Committee (ARC) oversees new home/garage builds, modifications to existing structures, tree removal and neighborhood appearance. The ARC meets the 2nd Thursday of each month at 5 pm.

Infrastructure

The Infrastructure & Roads Committee (IRC) inspects, evaluates, and continually monitors all community assets including, but not limited to the following: all roads, ponds, drainage systems, buildings, dams, lighting, bridges, community docks, storage, and parking areas, to ensure they are properly maintained and their value to our community preserved.

Recreation Facilities

The Recreational Facilities Committee (RFC) oversees and manages the use and access to various assets including the Clubhouse, pool, community docks, and Cascade Creek area. They establish and monitor rules that ensure equitable, appropriate, and safe enjoyment of the facilities by Property Owners.

Social

The Social Committee coordinates several seasonal events giving the community several opportunities each year to participate in social interaction.

Springs Beautification

The Springs Beautification Group (SBG) plants, prunes and enhances the natural beauty of Cascade Creek, Tranquility Lakes, The Springs entrance, the front gate and the Clubhouse. (They are not responsible for The Springs contracted lawn services.)

Nominating

The Nominating Committee assists the HOA Board with recruiting and vetting open positions on the HOA Board, as well as its Committees. Members provide assistance during the annual meeting by gathering and counting proxies and conducting the voting at the meeting.

Finance

The Finance Committee provides advice and assistance with asset, debt, and money issues of the HOA, working closely with the Board HOA Treasurer, the property management company (Cedar Management), and the HOA Board while maintaining the confidentiality of any personal information of property owners.

Communications

The Communications Committee keeps HOA members in the know by sending a welcome email to new HOA members, maintaining the website, the events calendar, and emailing special bulletins for the HOA Board. Additionally Communications assists the Access Team with HOA membership.
