THE SPRINGS HOA BOARD

The Board of Directors of The Springs at High Rock Homeowners Association, Inc. (hereinafter “the Board”) is the governing body of The Springs. It is responsible for executing the governing documents including the covenants, by laws and restrictions governing the property use at The Springs. The five members of the Board are elected annually for one-year terms by the SHR HOA members (aka Property Owners). Annually, the Board members selects their own president, vice president, secretary, and treasurer. All Board members are volunteers.

The only prescribed meeting of the Board is the Annual Meeting in November. In practice however, the Board meets monthly. At least three meetings each year, including the annual meeting, are open to all HOA Members. From time to time, the Board will invite other volunteers and HOA Members, or even outside visitors to attend a monthly meeting (third Thursday at varied times) to discuss specific topics. Agendas are posted on the Calendar with the meeting details.

STEVE VOGEL

Steve's served on The Springs' Board since 2022. A native of Missouri, he served on multiple HOA boards prior to moving to NC with his wife, Jennifer. Today, he liaises with the Communications Committee and works with Finance on collections. When not performing HOA duties, you'll find him waterskiing on Flat Swamp, and biking and hiking throughout NC.

DEBBIE BETHUNE

As a retired corporate CPA, Debbie shares her expertise with The Springs and served on the Finance Committee since 2022 and joined the Board as Treasurer in 2023. She's seen success for delinquent dues collections. Debbie and her husband, Richard, built their waterfront home in 2013 and are full-time residents with their two golden retrievers, Bailey & Kahlua.

GENE PAYNE

Gene is a full-time resident of The Springs and has been a property owner for nearly two years. He serves as Vice President of the HOA Board and brings leadership experience as a general manager of a local company. Actively involved in the community, he contributes through the ARC Committee and is committed to financial oversight, covenant adherence, and maintaining safety and property values. Gene and his wife, Elaine plan to make the Springs their long-term home.

Ronda Hodges

Ronda brings over 30 years of operational excellence, research & development and customer service talent and professionalism to the Board. A NC native and perpetual volunteer, she hopes to share her broad perspective and experience. Ronda and her husband, Matt and three cats on Rocky Cove, love sharing High Rock with their five children and four grandchildren.

GARY CHAPMAN

With a professional background in innovation for a major construction firm, Gary brings expertise in development, strategic thinking, and problem-solving. Chapman is committed to fostering transparency, improving communication, and supporting responsible growth while preserving the community’s natural beauty. Gary and his wife, Heather, and his two children have called The Springs home for three years.
